In the case of large works, in which the expenditure is divided over numerous items, and often includes the cost of labour and other expenses in the Colony, it usually happens that the Consulting Engineers alone possess all information regarding the financial position of the work, and they are fully responsible that no unauthorised excess is incurred. Hence, when recommending a tender for acceptance they should consider whether excess will be entailed by its acceptance and, if so, inform the Crown Agents.
7. The avoidance of unauthorised excess is however equally necessary in dealing with small works, or with single requisitions received from the Colonies. In such cases the Consulting Engineers should always, in recommending a tender, point out if its acceptance involves any excess over the authorised estimate.
